Extension Becomes a Conversation, not a Lecture: Rethinking Climate Adaptation in Fiji

For decades, agricultural development has often followed a familiar script. Experts produce knowledge. Governments develop policies. Extension officers deliver training. Farmers are expected to adopt the recommendations. But climate change has exposed a fundamental weakness in this model. The future of agriculture cannot be built on one-way conversations. Climate change is too complex, too local, and too unpredictable for solutions to simply flow from the top down. Every village experiences it differently. Every landscape responds differently. Every farmer adapts differently. The question is no longer, "How do we teach farmers? “It is, "How do we create the conditions for farmers, scientists, policymakers and communities to learn together? “That shift will change everything.

When Extension Becomes a Conversation

For generations, agricultural extension has been viewed primarily as a mechanism for transferring knowledge from experts to farmers. While scientific knowledge remains essential, climate change demands something more dynamic. Extension must evolve from instruction to facilitation. From telling to listening. From delivering information to co-creating solutions. The most successful extension officers of the future may not be those with all the answers, but those who ask the best questions. They become trusted facilitators who connect research with reality, helping communities’ experiment, reflect, and adapt together. Innovation then becomes something that is shared rather than imposed. Because every farmer is already conducting experiments changing planting dates, trialling new crop varieties, observing pest behaviour, conserving water, or combining traditional practices with modern techniques. These are not isolated stories. They are living laboratories.

Interviewing a farmer from Taveuni on his farm land reminded me that the best climate solutions are rooted in local knowledge, lived experience, and genuine conversations. Every field has a story worth hearing.


A Vision for Climate-Resilient Fiji

If Fiji is serious about building climate resilience, then adaptation must move beyond projects and become part of how communities learn, govern, and innovate. That requires policy to invest not only in infrastructure, but in people. Not only in technology, but in trust. Not only in programmes, but in partnerships. A climate-resilient Fiji begins with four interconnected shifts.

1. From Classrooms to Living Landscapes-Education should no longer stop at the school gate. The most valuable classroom for climate adaptation may be the village itself or the community itself.Imagine every farming community becoming a Living Lab where farmers, researchers, extension officers, schools, and local organisations work side by side to test climate-resilient farming practices. Instead of prescribing solutions, these spaces would encourage experimentation with locally important crops such as dalo, bele, cassava, breadfruit, and yaqona under changing climatic conditions. Knowledge would grow from observation, reflection, and shared experience. Learning would become continuous rather than occasional. Most importantly, education would recognise that farmers are not simply learners. They are educators too because of their wealth of knowledge through their lived experience and indigenous knowledge.

2. Extension as Relationship Building-Policy often measures extension by the number of workshops delivered or farmers reached. We are measuring the wrong things. What if we measured trust?What if success meant stronger farmer networks, greater confidence to innovate, or more collaboration between neighbouring communities? Extension officers should become knowledge brokers connecting farmers with scientists, researchers with villages, Indigenous knowledge with emerging technologies. Their greatest contribution may not be teaching new practices but strengthening the relationships through which innovation naturally spreads. Communities rarely adopt change because someone tells them to. They adopt change because they trust the people demonstrating it.

3. Knowledge Must goes Both Ways-For too long, agricultural knowledge has travelled in one direction from institutions to communities. Climate change requires knowledge to flow both ways. Farmers possess generations of ecological understanding that cannot be replicated in laboratories. Researchers contribute scientific tools that help explain broader climate trends. Neither is complete without the other. Imagine a Pacific-wide knowledge platform where a farmer in Taveuni shares a successful soil conservation practice with a community in Vanuatu, while learning from drought innovations developed in northern Australia or regenerative farming approaches from the Philippines. Knowledge should not be imported. It should be exchanged.

Investing in People Before Projects

Too often, climate adaptation is funded through projects with fixed timelines, predetermined outputs, and externally defined success indicators. Projects end. Communities remain. Resilience cannot depend on grant cycles. It must be embedded within communities themselves. This means investing in youth leadership, supporting women as agricultural innovators, strengthening farmer organisations, encouraging village-level decision-making, and creating opportunities for communities to solve problems collectively. The strongest climate adaptation strategy may not be the most expensive technology. It may be a confident community that knows how to organise itself.

From Dependency to Local Agency

One of the greatest risks in development is unintentionally creating dependency. When every solution comes from outside the community, local confidence slowly erodes. Communities begin waiting for the next project, the next consultant, or the next donor. But climate change does not wait. Communities identify their own priorities. They mobilise their own strengths. External partners become facilitators rather than directors. Government becomes an enabler rather than a controller. This is not about reducing government responsibility. It is about redefining leadership. Strong policy creates the conditions for communities to succeed, rather than prescribing every step they should take. Local agency is not the opposite of good governance. It is evidence of it.

What Should Policy Look Like?

If climate adaptation is truly to become community-led, then policy must evolve alongside it.Rather than asking, "What programmes should government deliver?", policymakers might ask:

  • How can national policy create space for local innovation?
  • How can extension systems reward be listening as much as teaching?
  • How can research funding support co-design with farmers rather than research about farmers?
  • How can Indigenous ecological knowledge become a recognised component of national adaptation planning?
  • How can success be measured not only by hectares planted, but by stronger relationships, greater local leadership, and increased community confidence?

These are not simply agricultural questions. They are governance questions.

The Frontline Must Lead

Farmers are the first to experience climate change. They are also the first to adapt. Every season they make decisions under uncertainty. Every harvest reflects countless experiments. Every successful adaptation represents knowledge earned through lived experience. If they stand on the frontline of climate change, then they must also stand at the centre of climate adaptation policy. The future of Fiji's agriculture will not be secured by technology alone. Nor will it be secured by policy written in isolation. It will be secured when policy creates space for people. When extension becomes a conversation rather than a lecture. When innovation becomes shared rather than imposed. When communities are trusted not only to implement solutions, but to design them. Because resilience cannot be delivered. It must be cultivated. And like every healthy crop, it grows best when its roots are firmly embedded in the community that nurtures it.
